Our client, a growing civil engineering firm with a strong presence across Texas, is seeking a Civil Engineer / Project Manager with a focus in water and wastewater infrastructure. This is an excellent opportunity for a licensed Texas PE who wants to lead impactful projects serving municipalities and rural communities.

 

As a Civil Engineer / Project Manager, you will play a critical leadership role in designing, managing, and delivering water/wastewater infrastructure projects from concept through construction. This role combines technical design, regulatory compliance, and client leadership.

 

Key Responsibilities:

• Engineering Design & Compliance

  • Design, review, and seal civil engineering plans for water and wastewater systems
  • Prepare and submit TCEQ regulatory submittals requiring PE certification
  • Ensure compliance with all local, state, and federal regulations

• Project Leadership

  • Lead project design, bidding, and construction management efforts
  • Manage projects involving water distribution systems, wells, storage tanks, treatment plants, and related infrastructure
  • Coordinate with internal teams, contractors, and regulatory agencies

• Client Engagement

  • Serve as a point of contact for clients (municipal, utility, and rural water authorities)
  • Support business development and maintain client relationships (preferred)
  • Attend board meetings and project presentations as needed

Qualifications:

• Education

  • Bachelor’s Degree in Civil Engineering (Required)

• Licensure

  • Licensed Professional Engineer (PE) in Texas (Required)

• Experience

  • 6–8+ years of civil engineering experience
  • Strong background in water/wastewater design and infrastructure projects
  • Demonstrated experience with:
    • TCEQ submittals and regulatory processes
    • Plan review and PE stamping authority
    • Project management and client coordination
    • Engineering design and project bidding processes

• Skills

  • Proficiency in CAD software
  • Strong understanding of water/wastewater systems design
  • Effective communication and project leadership abilities

Preferred Experience: 

• Experience working with Rural Water Supply Corporations
• Prior involvement in public utility or municipal projects
• Client-facing experience and comfort presenting to stakeholders or boards
